Furnished Rentals for JBSA TDY: Realistic Options by Base

A practical breakdown of furnished short-term rental options near Lackland, Randolph, Fort Sam Houston, and Camp Bullis for servicemembers and DoD civilians on TDY orders in San Antonio.

TDY at JBSA is its own housing problem. You need a furnished place, utilities included, flexible on the end date (orders get extended), inside the per diem ceiling, and close enough to your gate that you are not fighting 410 or 1604 at 0530. The answer is different for each of the four JBSA locations, and the inventory that works for a 45-day stint at Fort Sam Houston is not what works for a 12-week course at Lackland.

Below is how to think about it, base by base, plus where the per diem math actually lands and the mistakes that cost people money.

On-base lodging first — get the Non-A before you shop

JTR rules require you to check on-base lodging before billeting off base at the full per diem rate. For JBSA that means:

  • Fort Sam Houston — IHG Army Hotels (Candlewood / Staybridge footprint on post).
  • Lackland — Gateway Inn & Suites.
  • Randolph — Randolph Inn.
  • Camp Bullis — limited transient quarters; most TDY personnel are billeted at Fort Sam or go off base.

If on-base is full or not suitable for your dates, you get a Certificate of Non-Availability (Non-A / CNA) through the lodging office. Without it, your off-base reimbursement can be capped at the on-base government rate, which will not cover a furnished rental in San Antonio. Pull the Non-A in writing before you sign anything.

What "furnished" actually means for TDY

In San Antonio, "furnished" spans three very different products, and mixing them up is how TDY members end up sleeping on an air mattress for the first week:

  • Corporate / executive apartments — full kitchens stocked down to the can opener, linens, Wi-Fi, cable, all utilities, weekly or biweekly housekeeping optional. Operators include national names (Oakwood, Blu, National Corporate Housing) and local sublet programs inside Class A complexes.
  • Furnished mid-term on a direct lease — a landlord's own unit, furnished to varying standards, 30-day minimum. These live on Furnished Finder, Airbnb (30+ night filter), and occasionally SABOR MLS with a "furnished" remark. Quality is uneven; ask for a current photo of the actual unit, not the listing photos.
  • Extended-stay hotels — Candlewood, Residence Inn, Staybridge, Homewood Suites, TownePlace. Not a rental in the legal sense, but they dominate TDY stays under 60 days because they bill GSA directly and the receipts are clean.

For orders under about 45 days, extended-stay hotels usually win on paperwork alone. For 60–180 days, a furnished apartment beats a hotel on cost, kitchen, and sanity.

Fort Sam Houston / METC (78234, 78209, 78218)

METC drives the biggest TDY population in San Antonio — corpsmen, medics, and dental techs cycling through 10–60 week courses. Realistic off-base options:

  • Alamo Heights / Terrell Hills (78209) — 5–10 minutes to the Walters Gate. Small-building furnished rentals and garage apartments in the $1,800–$2,600 range for a 1BR, utilities in.
  • Government Hill and Fort Sam Terrace (78208, 78218) — closest civilian neighborhoods to post. Older housing stock, some renovated furnished units, cheaper than 78209. Check the street at night before you commit.
  • Lincoln Heights / Broadway corridor (78209, 78216) — Class A furnished corporate apartments at The Pearl, Broadway, and 281-adjacent properties. Higher ceiling but walkable amenities and a straight shot down Broadway to the gate.

Avoid picking something across 410 north unless you genuinely prefer the commute; the 281/410 interchange will eat 25 minutes twice a day.

Randolph AFB (Universal City, Schertz, Cibolo — 78148, 78154, 78108)

Randolph is east, off I-35 and FM 78, and the gate traffic pattern rewards living within 4–5 miles. Furnished TDY inventory is thinner here than at Fort Sam, and you will lean more on:

  • Universal City (78148) — oldest housing next to the west gate. Furnished Finder has consistent inventory; expect smaller homes and duplexes, $1,600–$2,200 all-in.
  • Schertz (78154) — newer subdivisions in Judson ISD and SCUCISD. Furnished single-family rentals pop up here, often from owners who PCS'd and kept the house as a rental. Good for families on extended TDY.
  • Live Oak / Selma (78233, 78154) — corporate apartments at The Forum and along 1604 East. Slightly longer drive but bigger inventory and real amenities.

If your course is at the 12th Flying Training Wing and runs months, a furnished 2BR in Schertz usually beats anything on the Loop 410 corridor on total cost.

Lackland AFB (78236, 78227, 78245)

Lackland is southwest, and the housing submarket around it is not the same product as the north side. Most TDY to Lackland is short (security forces, linguist pipelines at DLIFLC-sustainment, OSI, tech schools) and extended-stay hotels dominate:

  • Lackland Gateway / SW Military corridor (78227, 78236) — Candlewood Suites Lackland and several extended-stay properties sit within two miles of the Valley Hi Gate. For under-60-day orders, start here.
  • Westover Hills (78251) — newer Class A apartments with furnished sublet programs, 15–20 minutes to the gate via 1604. Better finish than anything immediately adjacent to base.
  • Alamo Ranch (78253) — family-friendly, NISD schools, furnished single-family on Furnished Finder. Commute is real (25–35 minutes) but the product quality is the best on that side of town.

True furnished apartment inventory south of 90 is limited; plan to either go extended-stay hotel or drive from further north.

Camp Bullis (78257, far NW Bexar)

Camp Bullis is a training annex off I-10 near the Boerne line. There is very little lodging immediately adjacent. TDY members typically split between:

  • Fort Sam billeting + commute — 30–40 minutes each way up 281 and 1604. Painful but paid.
  • Stone Oak / La Cantera furnished corporate units (78258, 78257) — much closer, 10–20 minutes to Bullis, and near the medical center for dual-purpose courses. Higher price point.
  • Boerne (78006) — 15 minutes up I-10 from the Bullis gate. Furnished ranch rentals and guesthouses are common; inventory is seasonal.

If your schoolhouse is Bullis and not Fort Sam, do not default to a Fort Sam billet just because it is on-post. Run the commute math.

Per diem, GSA rates, and how you actually pay

San Antonio (Bexar County) has a published GSA lodging per diem that updates annually — check the GSA site for your travel dates, because it also varies by month (higher in spring/fiesta, lower in summer). A few rules of thumb:

  • Lodging per diem is a ceiling, not a stipend. You are reimbursed actuals up to the cap, with receipts.
  • For stays over 30 days, DoD policy allows your command to approve a reduced per diem (often 55–75% of the standard rate) in exchange for the flexibility of a monthly rental. This is how most furnished-apartment TDY contracts get approved. Coordinate with your travel office before signing.
  • M&IE (meals) is separate and drops to 75% on travel days and sometimes further on long TDY.
  • Some corporate housing operators will bill the government directly via GSA CCR or invoice the member who then claims it. Direct-bill is cleaner; ask.

What most people get wrong

  • Signing a 6-month lease for a 90-day course. Orders get cut, extended, or curtailed. Use a 30-day furnished rental with month-to-month renewal, or a corporate housing contract with a documented military/TDY termination clause. Standard Texas residential leases do not give you an out just because your course ended early — the SCRA § 3955 termination right is tied to PCS/deployment orders, not TDY.
  • Shopping the wrong side of the loop. Picking a "nice" apartment in Stone Oak for a Lackland TDY turns into 80 minutes a day in the car. Pick the base first, then the neighborhood.
  • Skipping the Non-A. No Certificate of Non-Availability, no full-rate off-base reimbursement. Get it in writing from the lodging office before you book.
  • Assuming utilities are included. In San Antonio that usually means CPS Energy (electric and gas) and SAWS (water/sewer). "Furnished" does not automatically mean utilities — confirm in the lease and ask for a cap if the landlord is passing them through.
  • Booking a 60-day Airbnb at nightly rates. Always filter 30+ nights so the monthly discount applies, and ask the host for a direct monthly invoice. Nightly-rate math will blow your per diem cap.
  • Forgetting the pet. Most furnished/corporate housing charges a non-refundable pet fee of $300–$500 plus pet rent. Budget it into your reimbursement request up front.
