Renting Sight-Unseen for a JBSA PCS: How to Vet a San Antonio Home From 1,500 Miles Away
A field-tested process for signing a San Antonio lease before you arrive at JBSA — what to verify, what to ask, and how to avoid the scams that target incoming military families every PCS season.

If your report date to JBSA-Lackland, Randolph, or Fort Sam is four weeks out and you're stuck signing a lease from Yokota, Ramstein, or Minot, the goal isn't finding the perfect house. It's avoiding the three things that ruin a PCS: a scam listing, a lease that won't let you out on orders, and a home that looks nothing like the photos when you pull the U-Haul up.
The process below is what experienced military families and their sponsors actually do in Bexar County. It works because San Antonio has real inventory to choose from — RentInSA's active listings show roughly 4,700 rentals available as of September 2026, with about 1,790 new listings hitting the market in the last 30 days. You don't need to accept the first place you see, and you shouldn't.
Verify the listing is real before you send a dollar
Every PCS cycle, scammers copy legitimate San Antonio listings — photos, address, description — and re-post them at a rent $300–$500 below market with a story about being a missionary, a traveling nurse, or a deployed servicemember who needs you to wire a deposit sight-unseen. The 3BR median in San Antonio is around $1,695/mo right now; a 3BR in Stone Oak or Alamo Heights listed at $1,100 is not a deal, it's bait.
Before any money moves:
- Reverse-image search two or three of the listing photos. If the same photos show up on a Zillow, Realtor.com, or brokerage site under a different name or price, walk away.
- Pull the address into the Bexar Appraisal District (BCAD) public search. You'll see the true owner of record. If the person emailing you isn't the owner and isn't a licensed property manager, ask who they are and verify their TREC license at trec.texas.gov. Texas requires a real estate license to lease property owned by someone else for compensation.
- Never wire funds, never send Zelle or crypto, and never pay an application fee outside a landlord's or brokerage's actual portal.
If you've already been scammed, the report goes to the Bexar County Sheriff or SAPD and, if the money crossed state lines, IC3.gov. Recovery is rare. Prevention is the whole game.
The video walkthrough that actually tells you something
A polished listing video is marketing. What you need is a live, unedited walkthrough — FaceTime, WhatsApp, or Google Meet — with a real person moving through the house while you direct them. A good sponsor will do this. A good property manager will do this without complaint. Ask them to:
- Walk the perimeter and show the roof line, fence condition, and yard drainage. San Antonio clay soil and heavy spring storms mean foundation cracks and slope-away-from-house problems matter.
- Run every faucet and both AC units (most 3BR/2BA homes here have a single system, but larger homes in Cibolo, Schertz, and North Central often have two). In July, an AC that only cools to 78 when it's 102 outside is a dealbreaker, not a maintenance ticket.
- Open the electrical panel and the water heater closet. Photos hide age.
- Show the actual view from every window. "Quiet street" in the listing sometimes means backing to Loop 1604 or the UP rail line running through the East Side.
- Point the camera at cell signal bars in every room if you're on a specific carrier. Some pockets of Helotes, Bulverde, and far West Bexar have real dead zones.
If the landlord or agent refuses a live walkthrough, that's your answer.
Questions to ask that are specific to a military tenant
Most landlords near JBSA have rented to military families before, but "military-friendly" is a marketing phrase, not a legal category. Get the specifics in writing:
- Military clause language. Texas leases from the Texas REALTORS residential lease form already contemplate SCRA § 3955 termination — 30 days' notice after the next rent due date once you deliver a copy of PCS or deployment orders (90+ days). Confirm the lease doesn't add penalties on top of that, like a "re-leasing fee" that tries to survive an SCRA termination. It can't, but landlords sometimes still try to charge it.
- Pet policy and deposit. Get the pet deposit, monthly pet rent, and any breed restrictions in writing. Insurance carriers, not landlords, often drive breed lists.
- Yard and pool maintenance. In many north-side rentals, tenant is responsible for lawn — a real cost in a 100-degree August. Pool homes usually include service; verify.
- Utilities. CPS Energy is electric and gas everywhere in the city. SAWS is water and sewer inside San Antonio. Outside the city (parts of Schertz, Cibolo, Boerne, Fair Oaks Ranch), you may be on Green Valley SUD, Cibolo Creek, or a well and septic system. Ask.
- Application timing. Ask if they'll hold the unit with a signed lease and deposit for your report date. Some will hold 2–3 weeks; almost none will hold six.
Read the Texas lease before you sign, not after
The standard TAR residential lease used by most Bexar County agents is long but readable. Pay attention to:
- Repair request procedure (Texas Property Code § 92.052). The landlord's duty to repair conditions materially affecting health and safety is triggered by written notice with rent current. The lease will specify the delivery method — email, portal, certified mail. Follow it exactly or you lose leverage.
- Security deposit return (§ 92.103–104). Landlord has 30 days after you surrender and provide a forwarding address to return the deposit or itemize deductions. Give the forwarding address in writing on move-out day; without it, the 30-day clock doesn't start cleanly.
- Late fees and reletting fees. Texas caps late fees at a "reasonable" amount tied to actual damages; a common safe-harbor is 12% of monthly rent for units in properties with four or fewer units, 10% for larger. Anything wildly above that is worth questioning.
- Renter's insurance requirement. Almost every professionally managed property requires it. USAA and Armed Forces Insurance write it cheaply for military families.
Set up utilities and mail before you land
Once the lease is signed, do this from your current duty station:
- Open CPS Energy service online, scheduled to start your lease start date. They will ask for a deposit or waive it with a letter of credit from your previous utility.
- Open SAWS service if inside San Antonio city limits. Outside the city, ask the landlord which utility serves the address.
- File a USPS change of address for your report date, not your lease start date if they differ. Base mailrooms will handle official mail separately.
- Register vehicles within 30 days of establishing Texas residency at the Bexar County Tax Assessor. Active-duty members can claim non-resident status for vehicle registration and state income tax purposes (Texas has none, but home-of-record still matters).
What most people get wrong
- Signing based on ZIP code alone. 78154 covers both quiet parts of Schertz and industrial frontage on IH-35. 78247 spans quiet cul-de-sacs and apartment corridors along Perrin Beitel. Pull the exact address into Google Street View and BCAD before you commit.
- Assuming NEISD and NISD are interchangeable. They are not. Northeast ISD (NEISD) covers most of North Central including much of 78209, 78213, 78216, 78247, 78248, 78258. Northside ISD (NISD) — the largest district in the city — covers the northwest and much of the 1604 corridor west of 281. Judson ISD covers Live Oak, Universal City, Converse, and most families PCS'ing to Randolph. Pick the address for the school, not the other way around.
- Underestimating commute variance. A 12-mile drive to Lackland from Alamo Ranch at 0600 is 25 minutes. The same drive at 0730 is 55. If your report time is 0700, live west or south of the base, not north of it.
- Ignoring the flood plain. Parts of Leon Valley, Olmos Basin, and areas along Salado Creek and Leon Creek flood in heavy spring rains. FEMA's flood map viewer is free.
- Paying a full deposit before the lease is fully executed by the landlord. Application fee, yes. Full deposit, only after both signatures are on the lease PDF you can read.
- Skipping the move-in condition form. Texas Property Code § 92.001 doesn't mandate a specific form, but without a dated, photo-documented inventory sent to the landlord within a few days of move-in, deposit disputes at PCS-out will not go your way.
After you sign
Give yourself a buffer. Book TLF on base or a short-term rental for the first three to seven nights even if your lease starts the day you arrive. Utilities occasionally don't turn on when scheduled, keys occasionally aren't at the lockbox, and a HHG delivery window is a window, not a promise.
