Garden Ridge (78266): The Comal County Independent City North of 1604 That Isn't in Bexar at All

Garden Ridge sits just outside Bexar County, runs its own PD and municipal court, and feeds into Comal ISD — not Judson, not SCUCISD, not NEISD. Here is what that actually means for buyers and renters.

Garden Ridge is a small independent city of roughly 4,000 people sitting entirely in Comal County, north of Loop 1604 and east of US-281. It is not part of San Antonio, not part of Bexar County, and not zoned to any of the school districts most SA buyers assume by default. If you are looking at a listing with a 78266 ZIP and treating it like Selma or Schertz, you are already wrong about the county, the appraisal district, the schools, and the tax bill.

The city is bordered loosely by FM 3009 to the west, FM 2252 to the east, and Schertz/Selma to the south. Retama Park racetrack and the Forum shopping center sit just outside its southern edge. Natural Bridge Caverns is about ten minutes north. From the center of Garden Ridge to the JBSA-Randolph main gate is a 12–15 minute drive down FM 3009 to Pat Booker Road — closer than most of Stone Oak.

Where the city actually sits

Garden Ridge is one of the handful of independent municipalities that share a metro with San Antonio but are legally outside Bexar County. Fair Oaks Ranch straddles three counties. Boerne is in Kendall. Garden Ridge is 100% in Comal, which changes everything downstream.

That means:

  • Property is appraised by the Comal Appraisal District (Comal CAD), not BCAD. Different website, different protest calendar, different appraisers.
  • Court cases — including any eviction under Texas Property Code § 24.005 — go to a Comal County Justice of the Peace, not one of the four Bexar JP precincts.
  • County-level services (sheriff backup, county roads outside city limits, county clerk for deed recording) all run out of New Braunfels, not the Bexar County Courthouse downtown.
  • Voter registration, jury duty, and vehicle registration are Comal County.

Buyers routinely miss this on the front end and only discover it when the first tax notice arrives from a different appraisal district than they expected.

Comal ISD, not Judson, not SCUCISD, not NEISD

This is the single biggest source of confusion in 78266. Because Garden Ridge is sandwiched between areas served by Judson ISD (Live Oak, Universal City, Converse) and SCUCISD (Schertz-Cibolo-Universal City), buyers assume one of those. Neither is correct.

Garden Ridge feeds into Comal ISD, headquartered in New Braunfels. Typical attendance zones send elementary students to Garden Ridge Elementary, middle schoolers to a Comal ISD middle school in the area, and high schoolers to Davenport High School or Canyon High depending on the address and current boundary lines. Because Comal ISD is growing and re-zones periodically, do not rely on a listing description or a neighbor's word for the school assignment. Pull the address through Comal ISD's boundary lookup before you sign anything.

This matters for two reasons. First, Comal ISD is a different tax entity with its own M&O and I&S rates, so your total tax rate looks different than the Schertz-Cibolo one a mile south. Second, if you have a rising senior or a kid mid-way through an athletics or band program at a Judson or SCUCISD school, moving into Garden Ridge is a district transfer, not a school transfer.

What the independent city actually runs

Garden Ridge is a general-law municipality with its own government. Small as it is, it operates:

  • A Garden Ridge Police Department with its own patrol, not contracted to the Comal County Sheriff.
  • A municipal court for city ordinance violations and Class C misdemeanors (traffic tickets written inside city limits go here, not to Comal County JP).
  • Public works for city streets, drainage, and parks — the city maintains roads inside the limits; county roads and state FMs (2252, 3009) are handled by Comal County and TxDOT respectively.
  • Building permits and code enforcement through city hall. Any addition, pool, or major remodel goes through Garden Ridge, not Comal County, if the property sits inside the city.

What the city does not run is utilities in the usual sense. Electric service is typically GVEC (Guadalupe Valley Electric Cooperative), not CPS Energy — CPS's territory ends south of here. Water in most of Garden Ridge comes from wells or from a local water supply corporation rather than SAWS, which does not serve Comal County. Verify the specific utility provider by address; "CPS and SAWS" is a Bexar County default that does not apply here.

What you are actually buying

The housing stock in 78266 is heavily single-family on larger lots — half-acre and up is common, with a good number of one-acre and multi-acre properties, particularly on the east side of the city toward FM 2252. Construction skews 1980s through 2010s, with pockets of newer infill. There is essentially no meaningful apartment inventory inside city limits; renters looking in this ZIP are usually looking at single-family houses.

That scarcity shows up in the rental market. RentInSA's active listings for the broader Schertz/Cibolo/Garden Ridge northeast corridor track meaningfully higher than the San Antonio metro median of $1,700/month as of September 2026 — Schertz alone shows a median around $1,995 and Cibolo around $2,095. Actual Garden Ridge listings, when they appear, tend to sit above those numbers because they are almost always three- and four-bedroom houses on larger lots rather than townhomes or apartments.

On the buy side, expect the usual TREC 20-17 One to Four Family Residential Contract, an OP-H Seller's Disclosure Notice (required under Texas Property Code § 5.008 for most resales), and — if the home was built before 1978 — an OP-L Lead-Based Paint Addendum. Water well and septic are common enough here that you should specifically negotiate inspection contingencies for both.

Property taxes and the homestead question

Your Garden Ridge tax bill stacks contributions from Comal County, Comal ISD, the City of Garden Ridge, and typically an Emergency Services District or two. The combined rate is competitive with Bexar County suburbs but the mix is different, and the exemptions are administered by Comal CAD, not BCAD.

If you buy and occupy the home as your primary residence, file Form 50-114 (Residence Homestead Exemption Application) with Comal CAD, not BCAD. The Texas homestead exemption under Tax Code § 11.13 applies the same way, but it is a county-appraisal-district filing. Deadline is April 30 of the tax year, though late applications are accepted up to two years back in most cases. Miss this and you are leaving real money on the table every year.

Appraisal protests follow the same statewide framework — informal with the appraiser, then a formal ARB hearing under Tax Code § 41.41 — but everything runs through Comal CAD's calendar out of New Braunfels, not the BCAD office on Northwest Loop 410.

The JBSA-Randolph commute

For active-duty families at Randolph, Garden Ridge is one of the best-kept commutes in the region: FM 3009 south to Pat Booker, or 3009 to FM 78, gets you to the main gate in 12–15 minutes off-peak. BAH for this ZIP is calculated the same as the rest of the San Antonio MHA; check the DoD BAH calculator for your rank and dependency status rather than any figure you see quoted second-hand, as rates re-publish annually.

If you are renting on PCS orders, keep the Military Clause under SCRA § 3955 in mind — a servicemember with qualifying orders can terminate a lease with 30 days' notice after the next rent-due date, regardless of what the lease says.

What most people get wrong

  • Assuming the schools are Judson or SCUCISD. They are Comal ISD. Verify by address before you write the offer.
  • Filing the homestead exemption with BCAD. BCAD has no jurisdiction here. File Form 50-114 with Comal CAD or you will not get the exemption.
  • Expecting CPS Energy and SAWS. Electric is typically GVEC; water is often a supply corporation or a private well. Ask for the last 12 months of utility bills before closing.
  • Assuming any 78266 address is inside the city. Parts of 78266 are unincorporated Comal County, not Garden Ridge. City services, permits, and municipal taxes only apply if the address is actually inside city limits — check the city's parcel map or ask city hall.
  • Treating an eviction here like a Bexar case. A landlord filing an eviction on a Garden Ridge property files with the Comal County JP, not Bexar Precinct 3 or 4. The 3-day notice to vacate under § 24.005 still applies, but the courthouse and clerk are different.
  • Skipping well and septic inspections. Larger-lot properties out here frequently have one or both. A standard TREC-authored option period inspection does not cover well flow, well water quality, or septic function unless you specifically add those.
