Kirby (78219): The Small Independent City East of Loop 410 That Runs Its Own Police, Court, and Public Works

Kirby is a tiny, fully incorporated city surrounded by San Antonio on the east side — its own police, its own municipal court, Judson ISD schools, and a price point most people looking at the north side never notice.

Kirby is a 3-square-mile independent municipality just outside Loop 410 on the east side of Bexar County, wrapped almost entirely by the City of San Antonio. It has its own police department, its own municipal court, its own public works, and its own city council, but it shares a ZIP code (78219) with a much larger swath of unincorporated and San Antonio-jurisdiction east side that looks nothing like Kirby itself. That distinction — the ZIP is not the city — is the single thing new buyers and renters miss most.

If you are shopping the east side and you see a listing tagged 78219, you need to check the actual jurisdiction before you assume anything about schools, PD response, code enforcement, or trash service. A house on FM 78 inside Kirby city limits is a different product than a house half a mile west on the San Antonio side of the same road.

Where Kirby actually sits

Kirby sits east of Loop 410, north of I-10, and south of Windcrest. FM 78 (Rittiman/Seguin corridor) is its main artery. Salado Creek forms part of the western edge. Drive time to JBSA-Fort Sam Houston is roughly 10 minutes via Loop 410 or Rittiman Road; JBSA-Randolph is about 12–15 minutes east on FM 78 or I-35. Downtown San Antonio is 15–20 minutes on I-10 outside rush hour, longer if you are trying to cross the AT&T Center traffic on event nights.

The city is bordered by:

  • San Antonio (city) to the west and south
  • Windcrest to the north across Loop 410
  • Converse to the northeast up FM 78
  • Unincorporated Bexar County in small pockets to the east

Because the city is small and surrounded, you can cross in and out of Kirby jurisdiction in a single block. The line matters for who shows up when you call 911, who writes the code citation for the truck in the yard, and which court you appear in for a traffic ticket on FM 78.

Schools: Judson ISD, not NEISD

Kirby feeds primarily into Judson ISD, the same district that covers Converse, most of Live Oak, and Universal City north of a certain line. Judson ISD is not NEISD. This is the second-most-common mixup on the east side — buyers assume anything north of I-10 is North East ISD, and it is not.

The relevant Judson ISD schools for Kirby households include Candlewood Elementary and Kirby Middle School, feeding into Judson High School in Converse. Confirm the exact attendance zone through Judson ISD's boundary lookup before you sign — Judson has adjusted zones multiple times in recent cycles as growth pushed north up FM 78 and I-35.

If schools are the deciding factor and you want NEISD, you have to move west of Loop 410 or north into the Windcrest/Northwood side. That is a real price jump.

What Kirby PD and municipal court cover

Kirby PD is a small department that patrols only inside city limits. Response times inside Kirby are generally short because the coverage area is small; the trade-off is that the department is small enough that after-hours non-emergency calls can route to the Bexar County Sheriff or SAPD depending on the situation.

Kirby Municipal Court handles Class C misdemeanors that occur inside the city — traffic tickets on the Kirby stretch of FM 78, code violations, city ordinance violations. If your ticket is written by Kirby PD, you appear in Kirby court, not at the Bexar County JP or SAPD municipal court downtown. Show up or resolve it; a warrant issued out of Kirby Municipal Court will follow you the same as any other.

Utilities are the standard Bexar split: CPS Energy for electric and gas, SAWS for water and sewer inside most of the city, though some Kirby addresses historically sat on different water providers — check the specific address. Trash is handled through a City of Kirby contract, not SAWS and not Republic on the San Antonio side.

Housing stock and price

Kirby's housing stock is dominated by 1960s and 1970s single-story ranch homes — three-bedroom, two-bath, one-car garage, brick veneer, 1,100 to 1,600 square feet on quarter-acre lots. There are pockets of newer construction and some duplex and small multifamily along FM 78 and in the interior streets, but the character of the city is postwar single-family.

RentInSA's active listings show a citywide San Antonio median asking rent of $1,695/mo as of August 2026, with 3BR homes at a median of $1,700/mo across the metro. East side inventory in and around 78219 typically prices below that median — you are trading NEISD schools and north side commute times for a lower monthly number and older housing stock. That trade is the entire east side value thesis, and Kirby specifically is one of the tighter, more contained places to make it.

For sale, expect older systems (original cast iron drain lines, aluminum branch wiring in the earliest builds, single-pane windows) unless a flipper has been through. Inspect accordingly.

The 78219 ZIP problem

ZIP 78219 covers Kirby, a chunk of east San Antonio, and edges of unincorporated Bexar. A listing labeled "Kirby / 78219" on a national portal is often not in Kirby at all — it is in the City of San Antonio with a 78219 mailing address. Consequences:

  • Police — SAPD, not Kirby PD. Different response profile.
  • Code enforcement — SA Development Services, not Kirby's PW.
  • Property tax jurisdictions — the City of San Antonio taxes on the SA side; the City of Kirby taxes inside Kirby. Both are on top of Bexar County, Judson ISD (or SAISD, depending on address), and the University Health / ACCD add-ons.

Pull the address up on the BCAD public search (search.bcad.org) and look at the taxing jurisdictions listed on the property record. That is the authoritative answer to "am I actually in Kirby."

What most people get wrong

  • Assuming 78219 equals Kirby. It does not. Confirm the taxing city on the BCAD record before you sign a lease or write an offer.
  • Assuming east side equals NEISD. Kirby is Judson ISD. NEISD stops well west of here. If your child's school matters, verify the campus assignment with Judson ISD directly, not through a listing description.
  • Ignoring the age of the housing stock. A 1968 slab-on-grade home on the east side needs a real inspection — sewer scope, panel check, foundation elevations, roof age. The purchase price looks like a deal until you price the deferred maintenance.
  • Filing a homestead exemption at the wrong city. Form 50-114 goes to BCAD, deadline April 30 for that tax year. BCAD applies the exemption across all taxing units on the property, including Kirby. Do not skip it because the city is small.
  • Assuming Kirby's small-city status means loose code enforcement. It is the opposite. A three-officer code operation in a three-square-mile city sees your inoperable vehicle faster than SAPD ever will.
  • Booking movers without checking FM 78 construction schedules. TxDOT and the city have cycled through FM 78 corridor work for years. Check current lane closures before you commit to a moving day.

Who Kirby actually fits

Kirby works for buyers and renters who want a Bexar County address inside Loop 410's practical commuter shed, are Judson ISD-neutral or actively want Judson, and are willing to accept 50-plus-year-old housing stock in exchange for a monthly cost meaningfully below the north side median. It works for JBSA-Fort Sam and JBSA-Randolph households who want a short drive on either side. It does not work if you are shopping the north side schools without knowing it, or if you thought 78219 meant something it doesn't.
