Timberwood Park (78260): Unincorporated Bexar, Comal ISD, and What Living North of Stone Oak Actually Means
Timberwood Park looks like an extension of Stone Oak on a map, but it is not in the City of San Antonio, most of it is not in NEISD, and the services you get are fundamentally different. Here is what that means in practice.

Timberwood Park sits north of Loop 1604, west of US-281, in the 78260 ZIP code. It looks like an extension of Stone Oak to anyone driving up 281, but it is not in the City of San Antonio, not in NEISD, and not served by a city police department. It is an unincorporated community inside Bexar County, most of it zoned to Comal ISD, patrolled by the Bexar County Sheriff, with an active property owners association that runs the front gates, pool, and tennis courts.
If you are moving here from inside Loop 410 or from Stone Oak proper, almost everything about municipal services, schools, and lot maintenance works differently. Get those differences wrong and you buy or rent into a situation you did not sign up for.
Where Timberwood Park actually starts and ends
Timberwood Park is bounded roughly by Bulverde Road on the east, Wilderness Oak / Evans Road transitions on the south, and Ronald Reagan / Timberwood Trail on the north and west. It is a single named subdivision of roughly 2,400 homes on wooded, half-acre-and-up lots, developed starting in the 1970s. The 78260 ZIP is much larger than Timberwood Park itself — it also includes Trophy Ridge, Estates at Timberwood, parts of Bulverde, and unincorporated tracts along Bulverde Road — so a 78260 address alone does not tell you which subdivision, which school district, or which POA rules apply.
That matters because listings up here routinely say "Stone Oak area" when the property is not in Stone Oak, not in the City of San Antonio, and not in NEISD. Stone Oak proper ends at roughly TPC Parkway / Evans Road. North of that, you are somewhere else.
Unincorporated Bexar County: what that changes
Timberwood Park is inside Bexar County but outside any city limits. Practical consequences:
- Law enforcement: Bexar County Sheriff's Office, not SAPD. Response times to the far north are longer than inside Loop 1604. Deputies cover a much larger geography per patrol unit.
- Fire and EMS: Bexar County ESD 2 (Timberwood Park's own fire and EMS district, funded by a separate ad valorem tax you will see on your BCAD statement). Stations are local, but you are paying for them as a line item.
- Water: Most of Timberwood Park is on the Timberwood Park Utility Company (private water utility), not SAWS. Bills, rates, and outage response are different. A few tracts further out are still on wells.
- Sewer: Almost every lot in the original Timberwood Park is on septic, not municipal sewer. That means a septic inspection at purchase, and a pumping schedule roughly every 3–5 years depending on household size.
- Electric: CPS Energy still covers most of the area. GVEC (Guadalupe Valley Electric Cooperative) picks up as you move further into Comal County.
- Trash: You contract private haul. There is no city pickup. Tiger Sanitation and Waste Management are the two most common providers up here.
- Building permits: Bexar County Public Works handles permits for unincorporated areas. The rules are lighter than City of San Antonio but not absent — septic modifications, new construction, and additions still require permits.
Property taxes are not lower just because you are unincorporated. You do not pay a City of San Antonio ad valorem, but you pick up Bexar County ESD 2, the road and flood control district, and — for most of the subdivision — Comal ISD's rate, which historically runs above NEISD's.
The Comal ISD question
This is the single biggest thing people miss. Most of Timberwood Park is zoned to Comal ISD, not NEISD. The dividing line runs through parts of the subdivision. Kids in the same neighborhood attend different districts depending on which side of the line their address falls on.
Comal ISD elementaries serving Timberwood Park include Timberwood Park Elementary and Bill Brown Elementary. Middle school is typically Pieper Ranch or Spring Branch. High school is Pieper High or Smithson Valley High, both in Comal County — meaning a bus ride north into Comal County for a Bexar County resident.
Before you write an offer or sign a lease with school-age children, pull the actual address on Comal ISD's attendance zone lookup and confirm. Do not rely on the listing agent's summary. "78260, great schools" is not a school assignment.
The POA runs more than you think
Timberwood Park Property Owners Association is not a cosmetic HOA. It maintains the community pool, tennis and pickleball courts, playgrounds, and — critically — the private drainage easements and greenbelts. Annual dues are modest by planned-community standards, but the deed restrictions are real: setbacks, exterior colors, outbuilding size limits, and a hard cap on how many chickens or livestock you can keep (yes, some lots allow chickens; no, you cannot run 20 of them).
Read the deed restrictions before you buy. Ask the seller for a current POA transfer letter and any open architectural review committee items. If the seller added a shed, deck, or fence without ARC approval, that becomes your problem at closing.
Access and commute reality
The two ways out are US-281 (via Evans Road, Marshall Road, or Borgfeld) and Bulverde Road south to 1604. Every one of those routes backs up at rush hour. The 281 expansion north of 1604 helped, but the choke point is still 1604 itself where it crosses 281.
- JBSA-Randolph (east side): 30–40 minutes off-peak via 1604 East, closer to an hour at 7:30 a.m.
- JBSA-Fort Sam Houston / Camp Bullis: Camp Bullis is close via Blanco Road; Fort Sam is 30–45 minutes.
- JBSA-Lackland (southwest): worst commute from up here, easily 45–60 minutes.
- Downtown / Pearl / Medical Center: 25–40 minutes depending on route and time.
If you are a two-car household with one commuter to Randolph and one to the Medical Center, Timberwood Park works. If both of you are commuting to Lackland, this is the wrong side of town.
What renting up here actually looks like
Rentals in 78260 are dominated by single-family homes on large lots, not apartments. RentInSA's active listings show the broader San Antonio median asking rent at $1,725/mo as of August 2026, with 3BR homes at a $1,700 median citywide. Timberwood Park and the surrounding 78260 tracts sit well above that median — you are typically looking at 3BR and 4BR detached homes on wooded lots, and 4BR listings citywide run a $2,100 median. Expect 78260 to price above the citywide 3BR and 4BR medians because of lot size, school perception, and limited inventory.
Inventory is thin. There is no apartment stock inside Timberwood Park itself. If you need a 1BR or 2BR up here, you are looking south of 1604 toward Stone Oak, where the citywide 1BR median is $925/mo and 2BR is $1,300/mo, but Stone Oak-area rents run above that.
What most people get wrong
- Assuming NEISD: The single most common mistake. Confirm Comal ISD assignment by exact address before you commit.
- Assuming SAWS and city sewer: You are almost certainly on Timberwood Park Utility Company water and a private septic system. Budget for septic inspection at purchase and pumping every 3–5 years.
- Assuming SAPD response times: Bexar County Sheriff covers this area. It is not slower because deputies are worse — it is slower because the geography per unit is larger. Plan security accordingly.
- Skipping the POA transfer letter: A clean-looking lot can carry an open ARC violation from the prior owner. Get the letter before closing.
- Underestimating wildland fire risk: Wooded half-acre lots next to greenbelt equal real defensible-space obligations. Clear brush per ESD 2 guidance, and confirm your homeowners policy actually covers wildland fire — some carriers exclude or surcharge north Bexar.
- Buying for the commute you have today: The 281/1604 interchange is manageable now. It will not stay that way as development continues north into Comal. If your job could move to the far south or west side, model the drive from up here first.
- Confusing Timberwood Park with Timberwood Park Estates, Trophy Ridge, or Rogers Ranch: All are in 78260, all sound similar, none share the same POA or amenity access.
Homestead, protests, and the tax basics
Whether your Timberwood Park home is your primary residence in Bexar or Comal County, file the homestead exemption. In Bexar County, that is Form 50-114 with BCAD, deadline April 30 of the tax year you want it applied. Comal County uses its own appraisal district (Comal CAD) — file with them if your address falls on the Comal side. Do not assume the title company filed it for you; confirm on the appraisal district's public search a month after closing.
Protest season runs April notices through ARB hearings in May–July. BCAD and Comal CAD each run their own protest process. If your neighbor's identical floor plan appraised $40,000 lower, that is a winnable informal protest.
